I think it's kind of like the world of picture books--to use a really rough metaphor. When you're a newbie author, publishers hook you up with a well-known illustrator, which then increases your street cred on the market. I think the idea here is similar: newbie author looks better when a well established author in the same niche has taken the time to read and (hopefully) praise a work.
