The romance publishers rejected it as being too nautical (a la Patrick O'Brian or C.S. Forester), and the historical publishers rejected it as too heavy on the romance.  In hindsight it was a classic example of something that wasn't fish or fowl.  

My agent and I liked the proposal, but the feedback ultimately convinced us that in order to sell it I'd have to rewrite the story to make it either a historical romance or a sea-faring tale, rather than the blend I'd originally conceived.  And neither of those two options excited me.

Fortunately by this time I'd already found another project I was in love with, so I tucked this proposal away.  And you never know, some day I may decide to blow the dust off and take another crack at it.
